Why Offaly Is Different
The county that has almost stopped building
Offaly completed 543 new homes in 2023 and 323 in 2025, a fall of 41% and the steepest of any county on our patch. Over the same three years the county added 1,259 homes in total, against 6,302 in Kildare and 5,290 in Meath. Only 1,709 Offaly houses postdate 2011 at all, 6% of the stock and the lowest share anywhere we work.
That leaves 26,435 houses already standing, 93.9% of the county, and it settles the shape of the work here. In the commuter counties a real share of an electrician’s week is first fix on a bare site, where the floor is a slab and nobody has moved in. In Offaly that work barely exists. Nearly everything is a rewire, a fuse board or a fault in a house with furniture in it and heating needed at night. The wiring standard is identical to anywhere else in the country. What differs is that the job has to be sequenced around a family.

Usually a genuine rewire, and usually staged
Out past Banagher, Ferbane and the Shannon this mostly means farmhouses and cottages rather than town terraces, and most of them have been extended at least once. Rubber-insulated cable, lighting circuits with no earth, and frequently a yard supply that was added later by somebody else.
Depends which end of the band
The bungalows that went up across the county in the decades either side of 1975. The band spans the changeover from rubber to PVC and from fuse wire to breakers, so two houses that look identical from the road can need completely different work.
Almost never a rewire
The county's largest single band, concentrated in the estates around Tullamore and Edenderry. The cable is sound and has an earth on every circuit. The board is the job: grouped RCDs, no surge protection, and no spare way for a car charger.
Capacity, not replacement
The smallest modern share of any county we cover. Nothing here is degrading, and with the county building less each year this band is growing more slowly than anywhere else on our patch.

How It Actually Runs
Rewiring a house you are still living in
The building that still happens in Offaly concentrates around Tullamore (604 completions in 2023–2025), with 389 around Edenderry and 274 around Birr. The work we are called to is spread across the whole county and almost all of it is in occupied houses. Here is how that runs, in order.
The test decides the room order, not just the price
Insulation resistance, earth continuity, loop impedance and RCD trip times, circuit by circuit, in about twenty minutes. In an empty house those readings only answer what the job is. In an occupied one they also answer what order it runs in, because the circuits that failed outright get done first and the ones with years left may not need touching at all. That is how a full strip-out frequently turns into a partial rewire built around what actually failed, which is cheaper and a great deal less disruptive.
We work in zones, and you keep the rest of the house
A rewire in a lived-in house runs a zone at a time rather than everywhere at once. Typically that means upstairs first, because floorboards come up and bedrooms are easier to empty than a kitchen. While one zone is stripped the rest of the installation stays live off the existing board, and we move you across zone by zone rather than asking you to move out. On a three-bed that is usually five to eight working days for a team of two, against four to six for the same house empty.
What actually loses power, and for how long
This is the question people ask last and worry about most, so here it is plainly. Power is off for the full working day only in the zone being worked on. The changeover to the new board is the one point the whole house goes off, and that is a half day, arranged for a day that suits you. Everything else is worked live-adjacent, with temporary sockets left in the zones still in use. We fit those before the first floorboard comes up rather than after somebody complains.
The heating and the kitchen get planned around
In an occupied house the boiler, the immersion, the fridge and the freezer are not negotiable, and in Offaly a good number of properties also have a pump on a well or a treatment plant that cannot sit off overnight. Those circuits get identified at the survey and sequenced so they are either untouched or switched over inside a working day. Heating stays on every night of the job. If a circuit genuinely has to go off overnight we tell you which one and which night before the work starts, not on the morning.
Dust, making good, and what the price includes
Chasing solid walls makes dust, and in a house full of furniture that matters more than in a shell. Zones get sheeted and doorways sealed, and the making good is either in the price or it is not, stated in writing either way. That single line is the commonest reason two quotes on the same Offaly house differ by thousands before a single material changes. Ask every quote you get whether plastering back and painting are included, and most of the gap between them turns out to be that.

Rewires in Offaly: what we get asked
Can we live in the house while it is being rewired?
Yes, and in Offaly that is how most of them are done. The work runs zone by zone, usually upstairs first, with the rest of the house live off the existing board while one area is stripped. The whole house is off once, for the board changeover, which is about half a day and gets booked for a day that suits you. Heating stays on every night. What you should expect is dust, floorboards up in one area at a time, and roughly two extra working days over the same house done empty. What you should not accept is a quote that does not say which zones go off on which days.
How much does a rewire cost in Offaly?
€7,000 to €12,000 is a realistic range for a three-bed semi, including VAT and the Safe Electric certificate. That is an indicative range and not a quote: circuit count, spec, wall construction and how much making good is included all move it. The thing that moves it in this county more than most is whether the house is occupied. Working around a family adds days, temporary supplies and dust control, and any quote that prices an occupied rewire the same as an empty one has either not understood the job or is planning to have that conversation with you halfway through it.

Our house is a period property in Birr. Is a rewire even allowed?
It is, but the permissions come before the wiring questions. A good deal of Birr's Georgian core is protected structure, and works to a protected structure can need consent from the local authority, so the first conversation is about what is permitted rather than about a price. Practically, cable routes are planned to work with lath and plaster rather than through it, original joinery and cornice are not chase material, and surface containment is sometimes the honest answer where a chase would do damage that cannot be undone. We raise all of that at the survey. Finding it out mid-job is how period rewires go wrong.
It is a farmhouse with sheds and a well. Where does the job stop?
Further out than the house. 6,847 Offaly homes predate 1961 and a lot of them are rural properties where the installation runs well past the back door: a yard submain, outbuildings wired at different times by different hands, and pumped water with its own pressure vessel. Each of those needs its own protection, and the board in the kitchen is protecting the whole holding. We test the lot together, because the fault people chase indoors for weeks is as likely to be in a shed. You get one report covering house and yard, and the quote split the same way so the work can be staged across two visits if that suits the budget better.
The house has been extended twice. Does that change anything?
It changes a lot, and it is common here. On a house extended in the 1980s and again in the 2000s you can have three wiring vintages meeting at one board: original rubber-insulated cable, PVC from the first extension, and something recent feeding a utility or a shed. That is not automatically a full rewire. It usually means the circuits fail the test unevenly, so a partial rewire targeted at the original cable, with the newer work tested and left alone, is both the honest answer and the cheaper one. The test tells us which is which. Guessing from the year on the deeds does not.
We are in a Tullamore estate built in 2004. Do we need this at all?
Probably not a rewire. 11,897 Offaly homes were built between 1991 and 2010, 42.3% of the county and its largest single band, most of it in the estates around Tullamore and Edenderry. That stock has sound PVC cable with an earth on every circuit. What dates on it is the board: one or two RCDs covering groups of circuits, no surge protection, and no spare way for a car charger or a heat pump. That is a fuse board upgrade, which is a few hours with the power off rather than a week of floorboards. We will tell you that on the phone if the age and symptoms point that way.
Will I get a certificate, and when?
Yes, on the day the work finishes rather than posted on afterwards. A Completion Certificate is legally required for electrical works other than minor works, and only a Registered Electrical Contractor can issue one. Ours comes with the test results attached rather than a one-line pass, so you can see what every circuit actually read. Keep it with the house papers. A buyer's solicitor will ask for it, and so will the next electrician who touches the installation.
